Along the border boulevards and streets indicating the coverage of the zones there is an active paid parking system “BLUE ZONE”.

Regimes of use of the Blue Zone

Parking of electric cars and two-wheel vehicles

Within the territory of Varna Municipality electric cars and two-wheel vehicles are allowed to park free of charge.

1/one/ parking space per one hundred of the total number of parking spaces in the hourly paid parking zones is designated for two-wheel vehicles.

The persons willing to use the service for free parking of an electric car submit an application according to form to the municipal enterprise Municipal Car Parks and Blue Zone, with an attached document certifying a paid Third Party Liability insurance of the electric car. Upon submission of the application those person shall present for reference an identity card and the registration certificate for the electric car.

The permit is issued within 15 business days after submission of the required documents.

On streets, boulevards and squares – municipal property and installed electric car charging stations– property of Varna Municipality, the charging of electric cars with electricity is paid, at prices described below.

Preferential parking of vehicles for persons with permanent disabilities

Within the territory of Varna Municipality in the open-air parking zones with a regime of short-time paid parking “Blue Zone” a certain number of fixed and designated places is provided for preferential parking of vehicles carrying persons with permanent disabilities free of charge for up to 3 /three/ hours.

In the case of a shortage of parking spaces, parking shall take place according to a regime of paid parking by the hour.

Persons with permanent disabilities who wish to benefit from those preferences shall submit an application to the Healthcare Directorate with the Varna Municipality.

The control over parking of vehicles carrying persons with permanent disabilities is exercised by the employees of the municipal enterprise ‘Municipal Car Parks and Blue Zone’.

In the case of an unauthorized use of a card for preferential parking of a vehicle carrying persons with permanent disabilities the employee of the municipal enterprise ‘Municipal Car Parks and Blue Zone’ shall seize the card which is returned to the issuing authority.

The employees of the municipal enterprise ‘Municipal Car Parks and Blue Zone’ carry out control checks as to whether the preferential parking of vehicles carrying persons with permanent disabilities is made in compliance with the statutory requirements and shall also demand evidence from the driver of the respective vehicle as to whether the said vehicle is parked in the presence of the person – owner of the card designating the same vehicle.

Upon finding a discrepancy between the card and the person using it and/or upon ascertaining an unauthorized use the employee of the municipal enterprise ‘Municipal Car Parks and Blue Zone’ shall seize the card and the perpetrator shall be subject to a sanction according to the general procedure. The seized card shall be handed over to the issuing authority for return to the owner.

Local paid parking of vehicles for merchants in the zone

On streets, boulevards and squares – municipal property a system has been introduced for ‘local paid parking for vehicles of merchants’ whose users are merchants in the meaning of the Commerce Act, self-employed persons, notaries and private enforcers driving a road transport vehicle on the grounds of right of ownership or on a legal ground other than the right of ownership, and having an administrative address where the subject is actually carrying out a business activity which is identical to the address of the individual non-residential real property within the coverage of the blue zone. This right shall be extended for parking the road transport vehicles within the boundaries of a particular subzone of the zones for paid parking by the hour where the address of the individual non-residential real property is situated. The users with an address on a street on the boundaries of the subzones have the right to choose in which subzone to use the parking right. The parking right is provided against payment.

Price rates for local paid parking for merchants in the Blue Zone – p. 13 of Appendix No. 2 to the Ordinance on Determination and Administration of the Local Fees and Prices of Services within the Territory of the Municipality of Varna.

• For the Central Zone – BGN 150 per month, inclusive of VAT or BGN 1650 inclusive of VAT for 12 months.
• For the Wider center zone – BGN 120 per month inclusive of VAT or BGN 1320 inclusive of VAT for 12 months.

Local paid parking of road transport vehicles for residents in the area

On streets, boulevards and squares – municipal property with introduced system for paid parking by the hour a regime of local paid parking is introduced for road transport vehicles whose users belong to the household (in the meaning of §1, p. 2 of the Additional Provisions of the Tax Insurance Procedure Code) of owners or tenants of individual residential real properties falling in the zones for paid parking by the hour and who have a permanent address identical to the address of the residential real property.

This right is provided to natural persons who drive a road transport vehicle on the grounds of the right of ownership or on a legal ground other than the right of ownership and who have a permanent address identical to the address of the individual residential real property which they use for housing needs.

Parking is made within the boundaries of a particular subzone of the zones for paid parking by the hour where the address of the individual residential real property is situated. The persons residing on streets on the boundaries between the subzones have the right to choose in which subzone to acquire the parking right. The parking right is provided against payment.

The parking right is applicable for two motor cars per an individual residential real property. For a second motor car the persons pay double the amount for the first motor car. The first motor car is the one first applied for. In the case of a co-owned residential property, each of the co-owners may apply for a “first motor car” in accordance with the previous sentence.

Any persons willing to use the service for local paid parking shall submit an application according to form to the Municipal enterprise “Municipal Car Parks and Blue Zone” in which to declare the circumstances certifying their parking right and shall present for reference the following original documents:

• An identity card or a permanent or temporary residence certificate;
• A registration certificate of a road transport vehicle wherein the address specified in section С 2.3 or С.3 is identical to the permanent address of the owner of the same road transport vehicle. Road transport vehicle users present for reference a registration certificate of the vehicle wherein the address entered in section С 2.3 or С.3 is identical to the permanent address of the user of that vehicle;
• A document evidencing the valid legal ground for use of a road transport vehicle if they are not the owners. If they use the motor car on a legal ground other than the legal right of ownership, they must be entered in the registration certificate of the vehicle in section С.3;
• A title deed of ownership or another document of ownership over the individual residential property or a tenancy agreement for the individual residential property.

A permission to use the service for local paid parking is given within 15 business days after submission of the necessary documents.

The term of the parking permit per permanent address is 12 months as of the date of issue.

If any discrepancies are found in the submitted documents, the applicant is given a fourteen days period for their elimination. A failure to eliminate such discrepancies within the said time limit shall form grounds for termination of the procedure for issue of the permit.

The permit is provided to the person submitting the application only after payment for the service at the rate determined by a decision of the Municipal Council - Varna.

In the case of a failure to appear for receipt of the permit or non—payment within 15 business days as of the date of submission of the application the procedure for issuance of the permit shall terminate and the person wishing to use the service shall submit a new application and present the documents anew.

The issued permit for twelve months may be paid for as a one-off amount or as a monthly payment.

In the case of a monthly payment of the service for local paid parking the permit is valid up to 3 (three) business days as of the end date for which the payment was made. If the payment is not received on time, the permit is invalidated and may be issued again after submission of an application.

In the case of a change of permanent address with another address in a blue zone the person using the service for local paid parking shall submit a new application.

If any circumstances resulting in voidance of the right occur within the period of validity of the issued permit, the person shall be reimbursed the remainder of the price paid as a one-off amount for use of the service for local paid parking. The amount for the remaining full months until the end of the period of validity shall be also reimbursed.

After expiry of the period of validity of the issued permit the persons wishing to continue the use of the service shall submit a new application.

Upon a change in the circumstances declared in the application the persons using the service are obliged to notify in writing the Municipal enterprise “Municipal Car Parks and Blue Zone” of the occurring changes within 14 days.

The persons having declared false circumstances and/or attached to the application any documents with false content will not be provided with a permit for local paid parking and the competent authorities shall be notified accordingly.

In the cases of subsequently identified declared false circumstances and/or documents with false content attached to the application, non-declared changes in circumstances and requirements, etc. the permit shall be invalidated.

The permit does not provide any rights for parking outside the designated local paid parking subzone to which the address of the individual residential property is assigned and located, said address being the place where the users of the service “local paid parking” live.

Prices for local paid parking for residents in “blue zone” – p. 13 of Appendix No. 2 to the Ordinance on Determination and Administration of the Local Fees and Prices of Services within the Territory of the Municipality of Varna /ODALFPSTMV/.

• For first motor car – BGN 5 per month, inclusive of VAT or BGN 55, inclusive of VAT for 12 months.
• For second motor car - BGN 10 per month, inclusive of VAT or BGN 110, inclusive of VAT for 12 months.

Methods of payment for parking by the hour

• Parking via the mobile application “Varna Parking“ - “Virtual parking meter“

  The mobile application allows you to select a period for parking between 30 minutes and 3 hours, as well as an all-day parking option (all-day parking can only be purchased through the mobile application). You can also save the numbers of different motor cars for quick access.

  You can download the application for Android or iOS, after which you must login and load your virtual wallet.

  MANUAL FOR WORKING WITH MOBILE APPLICATION

• Parking via SMS

  Customers of Bulgarian mobile operators send SMS to number 1352 with the number of the motor car as text. The SMS content must reproduce literally the content of the license plate of the respective road transport vehicle. The system accepts Cyrillic and Latin writing with an allowed maximum of 10 symbols.

  Example:

  V 1234 AV - incorrect
  Б 1234 AБ - incorrect

  The parking charge with a single SMS is for 1 hour. The unit price is BGN 1 plus the price of the SMS.

  The payment is successfully made when the customer receives a confirmation message.

  The system sends a warning message about 5 minutes before expiry of the parking time.

  Customers may send an SMS for the respective vehicle before expiry of the current paid period. In this case the parking time is extended by one more hour. The maximum period of stay is 3 hours. Upon reaching the maximum time the system will not accept and charge any attempts for subsequent payments and the customer may move his/her vehicle outside the area of the blue zone. A new 3-hour period may start after passing of 30 minutes as of the expiry of the previous period.

  Upon receipt of an SMS after midnight and before the start of the working hours of the Blue Zone the system registers a “postponed” parking with starting time coinciding with the start of the working hours for the Blue Zone.

• Parking via the website of the Blue Zone – Varna - “Virtual parking meter“

  You can register here or use your registration from the mobile application.

  The numbers of your vehicles and the virtual wallets are automatically synchronized with the mobile application. You can also choose a period for parking between 30 minutes and up to 3 hours.

  For residents and merchants in the area the registration allows for submission of online applications.

• Parking by cash payment – “Public virtual parking meter“

  The payment for parking is made in points of sale marked with a sticker.

Prices for short-term parking in the Blue Zone - BGN 1 per hour inclusive of VAT.

When paying with the mobile application “Varna Parking“ - “Virtual parking meter“, the price for short-term parking is BGN 0.50 inclusive of VAT for 30 minutes.

Prices for short-term parking in the Blue Zone - BGN 16 per day inclusive of VAT only when paying with the mobile application “Varna Parking“ - “Virtual parking meter“.

Prices for local paid parking for residents in the Blue Zone:

• for first motor car - BGN 5 per month, inclusive of VAT or BGN 55, inclusive of VAT for 12 months.
• for second motor car - BGN 10 per month, inclusive of VAT or BGN 110, inclusive of VAT for 12 months.

Prices for local paid parking of merchants in the Blue Zone:

Prices for paid parking of the Business subscription type in the Blue Zone:

• the Central zone – p.1 of Appendix No.3 of Ordinance on Determination and Administration of the Local Fees and Prices of Services within the Territory of the Municipality of Varna - BGN 350 per month inclusive of VAT or BGN 3850 inclusive of VAT for 12 months.
• the Wider center zone – p.2 of Appendix No.3 of Ordinance on Determination and Administration of the Local Fees and Prices of Services within the Territory of the Municipality of Varna - BGN 300 per month inclusive of VAT or BGN 3300 inclusive of VAT for 12 months.
• for all streets and squares – municipal property outside the scope of Appendix No. 3 of Ordinance on Determination and Administration of the Local Fees and Prices of Services within the Territory of the Municipality of Varna – BGN 120 per month inclusive of VAT or BGN 1320 inclusive of VAT for 12 months.

Prices for using charging stations for electric vehicles, owned by the Municipality of Varna - BGN 0.70 inclusive of VAT for 1 kWh.

Blocking of improperly parked road transport vehicles

A road transport vehicle parked in violations of the rules for parking in the Blue Zone may be forcefully detained by use of technical device (“wheel clamp“).

The operations for use and application of the technical device (“wheel clamp”), the charging of the owners or the drivers authorized thereby, as well as the release of the blocked vehicles are organized and carried out by the municipal enterprise Municipal Car Parks and Blue Zone according to a procedure and under the terms and conditions laid down by an order of the Mayor of the Municipality of Varna issued on the grounds of and in compliance with Article 167 et.seq. of the Road Traffic Act.

The construction of the clamp and the method for its placement should be such as to avoid causing any damage to the vehicle.

Damaging the clamp and/or releasing it by anyone other than the authorized persons are prohibited.

The driver of the vehicle blocked by a technical device (“wheel clamp”) must pay the costs for implementation of the measure at the amount of BGN 20 (pursuant to decision No. 3191-5/2011 of the Municipal Council - Varna) and the due price for stay of BGN 1 per every commenced hour.
